It looks most like a Hebrew Hay (5th letter) to me, but it's a bit fuzzy, so I can't rule out it's not a Chet (8th letter) or a Tav (23rd letter).

Levi could be short for Leviticus, 3rd book of the Torah; or as mentioned above , was a 3rd son

Deut. is the 5th book of the Torah

Masad is the 111th chapter ...
