So I don't really know the first thing about decoder rings, but the one I made doesn't have any 'O's on it. So I'm wondering how to decipher the "EO" in the puzzle.

Okay, so using the decoding ring, we find that only one number has '0' and '3'. That would be '30', which represents 'Em'.

Okay. To me it looks like the eye on a stuffed animal. I think the colors would be the way they are because it is zoomed in so much.

Shark puppet eye, perhaps?

That is by far the weirdest hat I've seen. It almost resembles a petri dish...but I'm supposed to be doing my science homework so my brain might just be screwing with me...
