Wait until it is safe? It is Never safe. Every moment wasted in hoping for the situation to magically resolve itself, the enemy grow bolder, if not stronger.

They will not, however, at any time in the forseeable future (Which, if you recall, happens to be a very long time indeed, for one who employs mystic seers to scry for him), be as strong, or as powerful, as we of the Sanctuary Nation are.
