If you used a decoder ring...I suggest remaking it considering Tach's newes hint about "cypher". See other thread.
Then again...I'm a newbie so what do i know? LOL

Break thru!
The wheel is part of a cipher.
The key is 112, E was in brackets
So I set the inside 1 to the outside E - so 6 = 5
I set inside 1 to outside E again - B = 4
I set inside 2 to outside E - 3 = 4
Repeat the 112 patern
At the moment I mangled the back half and got
TESTär!!
Edit: It's TESTär!! after taking it from hex to text

One more thing that is important. Because the decoder ring only works for 1-F and not 0, when you get a zero you leave it a zero, but that doesn't count towards the pattern so it matches as follows:
