Plothole magic I'll give you. The borg are not inherently evil. They are all drones with no free will of their own, directed by one (or several) queens. They are in constant pursuit of perfection. They assimilate in order to survive.
Okay, I take back what I said. The Order are the Borg. They recruit, they don't assimilate. And Bree does seem to be doing pretty much exactly what Picard did when he was Locutus. Perhaps all we have to do is watch a few episodes of Next Gen to find out how they're going to get Bree back, hah.
