Yeah, it's on my arms... It's rather embarrassing because it looks like red bumps that are embedded in your skin. My mom had it too but it went away when she was 20.
Only 2 more years... 
(hopefully)
A lot of people think it's acne but it's not. Plus, there are like splotches of reg. skin mixed in... so it kinda looks like a mix of vitiligo and acne. 
And I have really red cheeks too.... but they don't have the same bumpy appearance as my arms.

i have acne on my arms like you have that, i get embarrased by it, so i kinda know how you feel.
