I don't understand what we're supposed to get from this other than "me" (Cassie) needs us to do this in time..by a certain time.

Basically, I think she is just telling us we have to work together to be able to solve this and "save" her (possibly Bree as well).

So, I expect a clue at dawn on Oct 1st. And "do your worst" I think that means it will be that hardest clue.

I think the "doe-eyed" child is Bree, and she may die if we don't figure out the clues in time. I think Cassie won't rest in peace if we don't figure everything out in time becasue I believe by us figuring out the clues, we'll befiguring out who the baddie is and capturing or turning him or it or they in to authorities. I'm not saying that the authorities are neccessarily cops either, it could be way more dark than that. So, there you have it. That's my interpretation.
