The "performing" part of this made an image of Frank in drag suddenly flash in my head... not that i know what Frank looks like! |

I was thinking the same thing.
The "codes into serapis" bit makes me think that eventually the other letters might be something (but so far the other first letters have been very useless).

I agree that "FRANK IS WORKING" means that the decoders have done what they were supposed to do (I can't claim to have any part in the anagram stuff). Cassie is by definition cryptic, so FRANK IS WORKING seems like a way to say 1) "the clues worked" and 2) "watch Frank's blog for clues" while remaining as concise as possible.
It could also mean 3) Frank is out in the field making us another video. This is what I hope it means more than any other possible meaning.
