Jonas tells us in [[What Happened???]] that he could figure out from the footage that the man who Emma killed was not a Watcher, and not a Shadow. Order Agents were first seen in the video Home Invasion, where they come into Jonas's parents' house and demand that Jonas give them Emma, who is trait positive. They are not Watchers, Shadows, Deacons, or Elders, but still wear black. It seems as though the shooter at Kate's art exhibition was an Order Agent, although we cannot be sure.
