A Private Video is one which only certain people in the Breeniverse can see. This is contrasted with a Public Video, which everyone in the Breeniverse can see. There have only been three private videos up to this point: Subjects Apprehended, Psychological Torture, and Communication Terminated, all of which were posted by the Order.
