The connection between the actress that plays Gemma and Jessica Lee Rose is interesting. However, aside from this connection, there's no evidence that Gemma is an official character. This may change. And if it does change, Gemmers should be moved. But, the actress that plays Gemma could easily be a friend of Jess's who is just having some fun by posting a video.
