Bree said the people chosen to parent the selected girls were lower ranking members.
Op seems to be way up there so I think this alone rules out the possibility. |

She didn't quite say that. She said there's different levels and lower-ranking members don't know a lot about the Order. Her dad was identified as a low-ranking member, but her mom was said to be higher in the organization than him. |
