Dr. William Porter (who went under the alias of Oliver Henry) was the Elder who was supposed to get Emma's blood in her Ceremony. He was also the president of Bio-Therapy Report LLC, which, in turn, funded the Hart Study.

It was Dr. Porter and Dr. Hart who would travel to Russian Siberia and buy the lives of two young girls, the older would later be known as Gina while the younger, Bree. It was also Dr. Porter who set up the arrangement of the Averys to take care of Bree while Dr. Hart took care of Gina. Dr. Hart would later use Gina as a control while trying to recreate the special rybozymes in her trait positive blood in the bodies of twenty other girls. After investing more than 500 million Dollars, it became clear that the study had failed, and it was decided to "harvest" Gina, the control trait positive girl, instead.

Ted McKinley Memo

Since Dr. Hart had developed a deep bond with Gina in all their years together, he struck a deal with the Order to lure Emma to them instead, and the Order agreed. However, after spending time with Emma on the run from the Order, Dr. Hart couldn't kill Emma in good conscience either, so he instead poisoned Dr. Porter's blood with the serum during the Ceremony, which lead to Porter's death.
