The Elders are the leaders of the Order of Denderah. They are the utmost figures of authority, and in the Hymn of One, it is an honor just to be in their presence. They have agressive, inhumane bodyguards who live on modafinil and steroids called Shadows. Shadows do not need to sleep, but only live until the age of 30. When Bree completed the the fake ceremony, Elders were there. Below the Elders are Deacons, who are more community-level figures of authority in the Hymn of One on communes that families lived on.
According to Alex, the Shadows never leave the Elders's sight unless given permission, such as in Subjects Apprehended, where a Shadow kidnapped BDJ in Las Vegas.
